Types of Users
There are four types of Users created at Divisional Level, Zonal Railway Level and Railway Board, viz. Plan Head Coordinator, Works Program Coordinator & Sanctioning Authority. List of Nodal Officers/Directorates, Associated Officers/Directorates and Works Programme Coordinators at Divisional Level, Zonal Railway Hqrs Level and Railway Board Level are detailed in Appendix-VI.
(1) On Divisions :
Plan Head Coordinators (Nodal Officers)
Plan head Coordinators are responsible for creation of new proposals for their respective Plan Heads. Proposals will include Plan Head, Name of Work, Abstract Cost with Breakup, Justification. They will write noting, attach sketch plan and mark to other concerned Divisional users for further notings. They may also ask sub-estimates for a proposal from other Divisional Users and views from Associate Officers.
The formulated new proposals shall be forwarded to Sr.DFM for financial concurrence
Plan Head Co-ordinator can create the logins for all officers/staff working under him/her, who are required to write on-line noting during processing of new proposals.
Vetting Authority [Sr. DFM]
SR. DFM is responsible for vetting of proposals which have been in-principle approved. Vetting authority at divisions has been given to Sr. DFM for all the proposals. Vetting authority after getting proposal scrutinized, sends the proposal proposal back to Plan Head Co-ordinator with “Vetted” or “Vetted with Check note” or “Without Vetting”.
After concurrence is accorded by Finance through notings, final changes in the proposal as suggested will be made by Plan Head Coordinator. The proposal will then be forwarded to Sr.DEN/Co. for further processing.
Vetting Authority can create the logins for all officers/staff working under him/her, who are required to scrutinize the proposal and write on-line noting during process of Finance Vetting.
Works Programme Coordinator [Sr.DEN/Co.]
Sr.DEN/Co. will receive on-line all the proposals duly filled by Plan Head Coordinators and concurred-in by Sr.DFM for sending it to DRM. Sr.DEN/Co. will examine, get these corrected, if required and forward to DRM for sanction/approval. Facility has been provided to Sr.DEN/Co.to return a proposal to the Plan Head Coordinator, if there is any discrepancy.
The proposals returned by Sr.DEN/Co. will then be corrected by Plan Head Coordinators and again forwarded to Sr.DEN/Co.
Sr. DEN/Co. can create the logins for all officers/staff working under him/her, who are required to write on-line noting during processing of new proposals.
Sr. DEN/Co. responsible to activate the Logins of Plan Head Co-ordinators. He can change the password of Plan Head Co-ordinators in case of loss of Passwords.
Approving / Sanctioning Authority (DRM)
DRM will receive on-line all the proposals duly filled by Plan Head Coordinators and verified by Sr.DEN/Co. The proposals in the sanctioning power of DRM may be sanctioned by him in the current financial year within the prescribed sanctioning limit under respective Plan Head.
Vetted Proposals beyond sanctioning power of DRM will be forwarded to Zonal Railway Hqrs. (i.e. CPDE).
DRM may also return a proposal to Sr.DEN/Co. in case there is discrepancy or is ‘not approved’ by him.
DRM can create the logins for all officers/staff working in the division, who are required to write on-line noting during processing of new proposals.
(2) On Zonal Railways & PUs :
Plan Head Coordinators
Similar to Divisional Plan Head Coordinators, Zonal Railway Plan Head Coordinators will create new proposals. In addition, they will also examine and process proposals received from Divisions (on-line through CPDE).
All such proposals, examined in consultation with associate officers shall be forwarded to FA&CAO for financial concurrence.
FA&CAO will receive on-line the detailed proposals as per existing instructions & formats from Plan Head Coordinators. After detailed scrutiny, proposals, already approved/shortlisted by General Manager, will be concurred-in by FA&CAO and concurrence remarks recorded on file.
Vetting Authority [FA & CAO]
FA&CAO is responsible for vetting of proposals which have been in-principle approved by GMs. Vetting authority at Zonal Railways has been given to FA & CAO for all the proposals. Vetting authority after getting proposal scrutinized, sends the proposal back to Zonal Railway Plan Head Co-ordinator with “Vetted” or “Vetted with Check note” or “Without Vetting”.
Works Program Coordinator [CPDE]
Proposals received from Divisions will be forwarded by CPDE to respective Zonal Railway Plan Head Coordinators.
The vetted proposals forwarded by Plan Head Coordinators will be checked and then forwarded to GM through PCE for sanction. Facility has been provided to CPDE to return a proposal to the Zonal Railway Plan Head Coordinators, if there is any discrepancy.
The proposals returned by CPDE will then be corrected by Zonal Railway Plan Head Coordinators and again forwarded to CPDE.
CPDE is responsible to activate the Logins of Approving Authorities/Works Program Co-ordinators at Divisions (viz. DRM, CWM, Sr. DEN/Co.) & GMs. He can change the password of these authorities in case of loss of Passwords.
Approving / Sanctioning Authority (GM)
PCE will receive on-line all the proposals duly examined & corrected by CPDE for sending to Railway Board.
PCE will check and forward after allotting outlays as per ceiling to all such proposals to GM for approval before further transmitting to EDCE(G)/Railway Board for processing in Board.
Facility has been provided to PCE to return a proposal to the Plan Head Coordinator, if not already approved by General Manager or there is any discrepancy.
The proposals returned by PCE will then be corrected by Plan Head Coordinators and again forwarded to PCE for submission to Railway Board (EDCE/G).
GM, through PCE, will receive on-line all the proposals duly filled by Plan Head Coordinators and verified by CPDE. Proposals within the sanctioning power of GM will be sanctioned by him in the current financial year within the prescribed Sanctioning Limit under respective Plan Head.
Proposals beyond sanctioning power of GM will be forwarded to EDCE(G)/Railway Board for further processing at Railway Board in the next year’s Works Programme.
GM can create the logins for all officers/staff working in Zonal Railway Headquarter, who are required to write on-line noting during processing of new proposals.
(3) In Railway Board :
Executive Director/Civil Engg.(G) – Coordinator For IRPSM Activities.
EDCE(G) will receive on-line “New Proposals” sent by Zonal Railway/ PUs and would forward to the respective nodal directorates for each Plan Head for further processing at Railway Board.
EDCE(G) will coordinate for meetings viz. AMs’ Committee & Boards’ Meeting & minutes thereof.
Finally shortlisted and approved proposals will be sent through EDCE(G) to Budget Directorate for Budget Documents.
• ‘Nodal Directorates’ For Various Plan Heads And ‘Finance & Budget Directorates’ For Concurrence & Budget Documents
Nodal Directorates and Associate Directorates will record on-line their recommendations against each shortlisted “New Works Proposal” received on-line from Railways/PUs through EDCE(G).
Shortlisted and recommended proposals will be forwarded to EDCE(G) for consideration by AMs’ Committee.
For new proposals costing > Rs. 20 crore, Nodal Directorates will process & forward to Finance Directorate for on-line vetting. Further documents may be attached on-line to support the proposal and mark to next recipient.
After on-line vetting & comments by Finance Directorate, Nodal Directorate will process on file for approval of Board & Hon’ble MR.
Finally approved proposals will be updated in the web-based software by Nodal Directorates in consultation with Finance Directorate through EDCE(G) for further processing by Budget Directorate.
Executive Directors of Nodal Directorates & Finance can create the logins for all officers/staff working under them, who are required to write on-line noting during processing of new proposals.
Other Officers & Users
Officers will be able to see all the files marked to them, give their comments, attach any document and then further mark to next recipients.
At any time, a yellow slip can be attached on-line on file and file can be moved out of the normal path for consultation. All yellow slip communications will be kept off the general record.
Instructions For Users
Users should login into the IRPSM application through the Username and Passwords provided by Railway Board/Zonal Railways/PUs/Divisions/ Workshops etc. Once users receive their username and passwords, they are advised to change their passwords and keep them secret to ensure safety and to avoid illegal use of their Login ID (username) and Password. Option for changing password has been provided at the top right corner of Application pages.
Login-id of the IRPSM users have been created by appending Division Code to its designation for Divisional users. Plan Head access to each login have been provided as per following pattern (example : Agra Division) :
